Smoking Policy Update Fall 2008
Reminder to all: Beginning with the Fall 2008 semester, Keystone College will begin Phase I of its plan to move forward in creating a smoke-free community. Designated Smoking/Tobacco-Use areas have been assigned throughout campus. Gazebos, provided for smokers, are set up in the following locations:
- In front of Capwell Science Building
- Between Alumni and Sickler Hall
- Near the lower parking lot below Harris Hall
- Between Moffat and Keystone Commons
- Outside of the Grill
- Smoking will also be permitted at the picnic table located between the Koelsch House and IT.
These are the only locations where smoking is permitted on campus. We ask everyone to please use these areas for smoking/tobacco use, and to inform others who wish to smoke, to use these designated areas as well. Keystone College fully supports the Clean Air Act and seeks to protect the college community from the effects of second-hand smoke. Support will be provided throughout the academic year for smokers who wish to cut down or quit smoking. Thank you!

In response to a recommendation given by Student Senate, Keystone College has developed a smoking policy to become effective beginning with the Fall 2008 semester.
PURPOSE OF THE SMOKING POLICY: Keystone College is committed to a healthy environment for all members of its community. One concern of the College is that of health hazards caused by use of tobacco products, as well as exposure to secondhand smoke. Keystone College supports the Pennsylvania Clean Indoor Air Act of 1988 in its effort "to protect the public health and to provide for the comfort of all parties by regulating and controlling smoking." Therefore, Keystone College has created a smoking policy to help create the healthy environment it desires.
POLICY: In order to provide all members of its community with a healthy environment, Keystone College has adopted the following smoking policy:
1. There will be no tobacco use in any Keystone College facility at any time.
2. There will be no tobacco use in any Keystone College vehicle at any time.
3. The College will continue its policy of not selling tobacco products.
4. Smoking on College grounds will be prohibited, except in areas marked "Designated Smoking Area."
DEFINITION OF SMOKING: Smoking includes the burning of any type of cigar, cigarette, pipe, or any other smoking equipment, whether filled with tobacco or any other material. Note: The use of smokeless/chewing tobacco is also prohibited.
IMPLEMENTATION OF THE SMOKING POLICY: Keystone College will implement three phases of a smoking policy throughout the next few years. Phase I will begin with "designated smoking areas" clearly marked for tobacco use, followed by Phase II which will reduce the number of designated smoking areas, and Phase III will conclude with a smoke-free campus. On-going evaluation of the smoking policy will take place prior to moving on from one phase to the next.
ENFORCEMENT: Enforcement of the smoking policy will take place by the implementation of fines and/or judicial sanctions.
VISITORS: Visitors are expected to comply with Keystone College's Smoking Policy. Violations of the policy by guests are also subject to fines.
PROGRAMMING: Keystone College will offer smoking cessation programs free of charge throughout the academic year.
