Keystone hosted Operation Gang Up
Operation Gang Up was created as a joint effort of U.S. Rep. Lou Barletta and State Senator John Yudichak. The program was designed to create awareness and training for educators, community leaders, and law enforcement officials on the presence of national and local gangs operating in Northeastern Pennsylvania. The project is funded by the Pennsylvania Commission on Crime and Delinquency and is coordinated by the Institute for Public Policy and Economic Development. Associate Professor of Criminal Justice Stacey Wyland coordinated the event for Keystone College.
Robert Maguire, intelligence captain for Lackawanna County Prison, was the primary trainer for the session. Captain Maguire has been an employee of Lackawanna County Prison for more than 10 years. He completed training and received certifications through the East Coast Gang Investigators and earned the title of Certified Gang Professional.
Captain Maguire is a member of numerous gang investigating organizations and is co-founder and past president of the Pennsylvania Gang Investigators Association. He also founded and chairs the Lackawanna County Gang Task Force, which is comprised of federal, state, county, and local law enforcement officers who meet monthly to address gangs and gang-related issues in Northeastern Pennsylvania.
