Clearance Procedures

Any education student wishing to participate in a field experience must obtain required clearances every year. Students can observe in a public or private school, and/or community program, but will not receive an observation site until they have provided a copy of all clearances to the Education department at Keystone College.

Out of state residents must also follow all clearance procedures.


Please keep in mind that it takes up to eight weeks to process clearances. Late clearances have created major difficulties.

"Current" clearances are defined as being obtained for the period a student will be in a field placement site for fall and spring semester and/or for summer sessions. Therefore, clearances current from August through July will provide opportunities for a student to gain entry to schools for one year.


If Clearances are not current or obtained in a timely fashion:

* Included in the restriction in registering for education courses, students will be unable to register for psychology courses which have field components including PSYC 222; PSYC 224; PSYC 230; and PSYC 355.

Tuberculosis Screening

(Cost: determined by health care provider)

  1. Print Health Appraisal Form
  2. Contact your health care provider to administer either intracutaneous mantoux two step method or percutaneous puncture method and will read results two days after. Health care provider will document results on the form you provide.
  3. Make one copy of the completed form for your records and submit the copy to your FYS instructor or the education office, 2nd floor Ward Hall.

Act 151 PA Child Abuse History Clearance

(Cost: $10.00)

Note: Please DO NOT allow anyone to use your email address

  1. Go to the Child Welfare Portal URL:
  2. Click "Create New Account"
  3. Read the Welcome information
  4. To create your Keystone ID, click "Next"

    Note: Keystone ID and Username is the same meaning, and will in most cases be referred to as "Username". Use lowercase letters, and numbers when creating your ID.

    It is your responsibility to write down and remember your Keystone ID and permanent password.*

Note: You can go past the "Previous Address" screen by selecting Next


Note: Household members must go in this order

1. Father

2. Mother

3. Spouse or Sister/Brother

4. Child

*Note: Required fields are marked as required ( * )

5.     Type your name on the e-Signature page how it appears on your application and click next.

(No middle name or initial - First Name Last Name ONLY)

6.     Enter a payment code if provided one by your (potential)

7.     Enter payment information and select Pay Now


8.     The ONLY opportunity to get something that remotely resembles a receipt is the "Successfully Submitted" screen. Once it is gone it will not appear again, and you will have to use your credit card receipt.


Note: Clearances operate on a Case by Case basis and will return back to you in up to 14 business days. *If someone get theirs back in an hour or one day, the 14 business day rule still applies.

Act 34 PA State Police Criminal Record

(Cost: $10.00 - A credit or debit card will be required for payment.)

  1. Visit PA Access to Criminal History for form. Have a credit card ready.
  2. Click on "Submit a New Record Check"
  3. On the "Reason for Request" page choose "Education".
  4. The clearance should be generated immediately. Print out three copies, one for your records, one for your IDS 101 instructor, and the education office, 2nd floor Ward Hall.

Act 114 Federal Criminal History & Fingerprinting Clearances

(Cost: $36.00 to obtain clearance + $2.00 for a copy. A credit or debit card will be required for payment.) 

  1. To apply go to PA Cogent Systems (24 hours a day).
  2. Click on "PA Department of Education."
  3. Complete instructions will be on the website.
  4. You will receive a confirmation number stating that you have registered for the fingerprinting AND a confirmation number indicating that you have paid the fee. Print out BOTH confirmation sheets.
  5. Take these materials and a photo ID to either:
    Northeast Education Intermediate Unit (NEIU) in Archbald, PA. (876-9200) Monday-Thursday from 9:30am-1:30pm
    or the UPS Store, 201 South Blakely Street,
    Dunmore, Pa 18512 (888-757-6068)
  6. Send a copy of the registration number (which begins PAE) to or
  7. Make one copy of the completed form for your records and submit a copy to the education office,  2nd floor Ward Hall.
